Brightside Room Renovation
The City Council has approved funding in the 2025 Capital Improvement Plan (CIP) Community Center Budget for the renovation of the Brightside Room at the Veterans Memorial Community Center. Currently, the space serves multiple purposes, and over the years, two potential options have emerged for its future use. The first option is a youth and family-focused indoor playground, while the second is a flexible space for recreation programming. Improvements for either option would be made within the existing room footprint.
We collected resident feedback spring of 2025; the indoor playground was the popular vote of the community. Staff presented the survey results to the Parks & Recreation Comission (PRAC) and City Council. After further review, the City Council and the PRAC directed staff to develop designs for the indoor playground.
Playground Construction
Construction began on Wednesday, January 28, 2026, and continue through the end of March.
During construction, the vending machines and Snoopy statue will be temporarily relocated. Our crew is working to limit disruptions as much as possible; ear plugs will be available at the guest services desk. ADA Compliance Information
The play area is ADA compliant for the contained play unit and overall pathways throughout the space.
- ADA-compliant ramping is provided to ensure accessible movement throughout the play area.
- The contained play unit includes ADA-compliant transfer platforms with assistive handles.
- The platform climbers are designed with 8-inch rises, allowing access to upper levels based on individual user ability.
- First-level sensory activity panels and soft sculpted foam elements provide inclusive play opportunities for users of varying ages and abilities.
Additionally, the map below shows the circulation and ability for wheelchair pathways throughout the designed playground.

About the Project
Phase 5 of the Heritage Village Park Master Plan includes an inclusive playground and splash pad. In June 2023, the City was awarded $2 million in special appropriation bonding from the State of Minnesota for Phase 5.
The City hired consulting firm WSB for the inclusive splash pad design. WSB worked with the Heritage Village Park Future Development subcommittee group and staff to come up with the final design of the inclusive splash pad. We collected resident feedback in March, 2024 and considered your comments for the final design.

Sleepy Hollow Park Playground Replacement
The playground structure at Sleepy Hollow Park is over 20 years old and was approved to be replaced spring 2026 as part of our capital improvements plan. Staff collected resident feedback in October and presented the results to the Parks & Recreation Advisory Council (PRAC) and City Council. The Council and PRAC have approved the new playground design below. The existing structure was removed December 2025 and the installation of the new structure will begin spring 2026.
New Playground Coming Spring 2026
South Valley Park Archery Range
As part of Phase 2 of the South Valley Park Master Plan, the City is excited to announce the new public archery range in the northeast corner of the park. The range opened for public use on Friday, August, 2025.
The new archery range features groundlevel shooting lanes, elevated platforms and targets at various distances to accommodate all skill levels. The range is separated from other areas of the park with fencing and abundant signage around the edges of the range to keep all park visitors safe. Learn more about the archery range.
Groveland Park
Improvements are being made at Groveland Park. In fall 2024, our team removed fencing and some concrete.
Current items include:
- Correct drainage with pipe, rock, and tile
- Regrade infield and outfied to get water to run away from the field
- New outfield fence
- New backstop and dugout fence
- Pour new concrete dugouts and bleacher areas
- Amend soil and reseed in late spring 2025
- Regrow turf the summer-fall of 2025 and reopen in spring of 2026
The park will have limited access through fall 2026 due to streets projects. Check back for updates.
Dakota County-led Parks Projects
River Heights Natural Resource Management Plan
The City of Inver Grove Heights and the Friends of the Mississippi River (FMR) have partnered in the last year to prepare a Natural Resource Management Plan (NRMP) for River Heights Park. This Management Plan will help guide the ecological management of the 7.7-acre park known as River Heights. Although small, it is a very valuable part of the natural corridor along the Mississippi River and provides important wildlife habitat and water quality benefits, as well as a popular community amenity.
The primary proposed restoration involves removing invasive, non-native trees, shrubs and plants throughout the site to restore the grassland to savanna and to enhance the woodland. When invasive plants are controlled, it will allow for the reintroduction of quality native plants optimal for the eco-system.
