Heritage Village Park
This park features 11 acres of an off-leash dog park with designated small-breed and all-breed areas, seating in the off-leash areas, lighted unpaved trails in the off-leash area, and a parking lot. The park will soon be home to an inclusive splash pad and playground; learn more about construction at Heritage Village Park.

Off-leash Dog Park
This is the first off-leash dog park in the City! Residents and non-residents may use the off-leash dog park with a valid Dog Park Pass (see below for details on how to purchase one).
Rules of the Dog Park
Use of the dog park is at your own risk. The City of Inver Grove Heights is not responsible for any injuries/damages to dogs or owners while using the off-leash dog park.
Dogs Must Be Vaccinated
Effective May 1, 2019, the City will no longer require a dog to be licensed, however, the City will require all dogs to have an up-to-date rabies vaccination.
Anyone found to have a dog that isn’t vaccinated or the vaccination has expired, will be subject to a misdemeanor punishable by up to 90 days in jail and/or a fine of up to $1,000.
Must Clean Up After Your Dog
We all know it happens! Every person will be required to clean up after their dog(s).
Must Have a Dog Park Pass
A dog park pass is required to enter the off-leash area. The dog(s) will receive a tag to wear on their collar at all times. Your tag and pass will have numbers that will be recorded in our database so that we can easily identify your dog(s) just in case you are separated from each other. The dog park pass renews annually. Daily passes are not available.
Purchase a Dog Park Pass
In order to purchase a dog park pass, dogs must have a valid rabies vaccination. You will be required to provide a valid copy of your dog’s rabies certificate, issued by a certified veterinarian to our office within 10 days of purchase either by mail (8055 Barbara Avenue, IGH, MN 55077) or by emailing Dog Park Passes.
All Dogs Must Enter & Exit the Park on a Leash & Remain Supervised
- Per City Ordinance, dogs can be in any city park, trail, or public sidewalk as long as they are on a leash that is 16 feet long or less at all times.
- Dogs must wear a collar or harness at all times.
- Owners must have access to the leash at all times in case the dog’s behavior becomes unacceptable
Aggressive Behavior Is Strictly Prohibited
Use of the dog park is at your own risk. Aggressive behavior from dog(s) is strictly prohibited and will not be tolerated.
- Dogs under the age of six months are not allowed
- Dog Park users can bring up to two dogs
- Children under the age of 16 are not allowed unless supervised by an adult
- No alcohol, cigarettes, or glass are allowed in the park
- All items you bring into the park must be taken home with you (balls, toys, water dishes, etc.)
- Owners will be held liable for all actions taken by their dog(s)
- All City park ordinances and rules apply

To purchase a dog park pass, please visit us at Veterans Memorial Community Center, located at 8055 Barbara Avenue. We will need a copy of your dog’s rabies certificate in order to process a dog park pass for you.
Once the pass is purchased and a valid rabies certification is received, you will be provided a dog park pass. The dog(s) will receive a tag to be worn on their collar at all times while in the off-leash area. If your certificate is not received in our office within 10 days your purchase, it will be void and a refund issued.
