Planning Commission Public Hearings
All proposed amendments to the City of Inver Grove Heights Zoning Code will be reviewed by the Planning Commission at a public hearing. A Public Notice is published for all public hearings held by the Planning Commission. The Public Notice includes a description of the proposed amendment and the time and date the request will be heard and considered by the Planning Commission.
Planning Commission meetings are held the first and third Tuesday of the month at 7 p.m. in the City Hall Council Chambers, 8150 Barbara Avenue, unless otherwise noted.

Tuesday, Mar. 3, 2026, at 7 p.m.
- Madison Taylor, 1848 50th Street East, request for a Conditional Use Permit to allow a body art establishment in the I-1, Limited Industry Zoning District.
- Vernon Krech, 2615 80th Street, requests include an Easement Vacation to create the abutment of Boudreau Court to the newly created lot; and Variance to permit the dedication of the new right-of-way as access to the newly created lot; and a Preliminary Plat and Final Plat for the creation of a two-lot plat.
- Landform Professional Services, 4600 Akron Ave & 1037 50th Street, requests include a Major Site Plan Review for the expansion of the current dealership building, and development of a new parking structure, and parking lot changes; and Conditional Use Permit for the proposed building height of the new parking structure, an Amendment for the expansion and replacement of the detailing center, and an Amendment to expand the current dealership building; and Easement Vacation of an existing Stormwater Easement, and a Drainage Only Easement.
- City of Inver Grove Heights, 5030 Babcock Trail, requests include a Conditional Use Permit for a telecommunications tower within the P, Public Institutional Zoning District for a height greater than 150% of the permitted structure height for the district; and Variance from the side yard setback requirements in the P, Public Institutional Zoning District.
Glossary of Terms
- Comprehensive Plan: The City's 2040 Comprehensive Plan, which guides City planning and development.
- Conditional Use Permit: A use specifically classified as “conditional” in this title, which is classified as such since it may be inappropriate or undesirable in a specified location. Thus it requires approval according to the procedures established in chapter 3, article A of this title because, if not carefully located or designed, it may create special problems such as excessive height or bulk or traffic congestion.
- Interim Use: A temporary use of a property until a particular date, until the occurrence of a particular event, or until zoning regulations no longer permit the use. Interim uses will only be allowed where the zoning expressly permits such interim uses.
- Planned Unit Development: A development of land that is under unified control and is planned and developed as a whole in a single development operation or programmed series of development stages. The development may include streets, circulationways, utilities, buildings, open spaces, and other site features and improvements.
- Plat:The drawing or map of a subdivision prepared for filing of record pursuant to Minnesota statutes chapter 505 and containing all elements and requirements set forth in applicable local regulations adopted pursuant to Minnesota statutes section 462.358 and chapter 505.
- Final Plat: A drawing, in final form, showing a proposed subdivision containing all information and detail required by state statutes and by this title to be presented to the city council for approval, and which, if approved, may be duly filed with the county office of property records.
- Preliminary Plat: A drawing clearly marked “preliminary plat” showing salient features of a proposed subdivision as specified in this title.
- Rezone: A change in the boundaries or designation of underlying zoning districts as contained and described in section 10-3-5 of this title.
- Setback:
- The minimum horizontal distance from a lot boundary to the nearest vertical surface of a building or structure, except that a roof, eaves or overhang may project up to 24 inches into the required setback area.
- In shoreland management overlay districts, setback means the minimum horizontal distance between a structure, sewage treatment system, or other feature and an ordinary high water level, sewage treatment system, top of a bluff, road, highway, property line, or other facility.
- In the Mississippi River critical area overlay district, setback means the minimum horizontal landward distance between any part of a structure and the ordinary high water level or the established bluffline.
- Subdivision: The division or redivision of a lot, tract, or parcel of land into two (2) or more lots either by plat or by metes and bounds description.
- Use: The purpose or activity for which the land or building thereon is designated, arranged, or intended, or for which it is occupied, utilized, or maintained.
- Use, Accessory: A use subordinate to and serving the principal use or structure on the same lot and customarily incidental thereto.
- Use, Conditional: A use specifically classified as “conditional” in this title, which is classified as such since it may be inappropriate or undesirable in a specified location. Thus it requires approval according to the procedures established in chapter 3, article A of this title because, if not carefully located or designed, it may create special problems such as excessive height or bulk or traffic congestion.
- Use, Permitted: A public or private use which, of itself, conforms to the purposes, objectives, requirements, regulations, and performance standards of a particular zoning district.
- Use, Principal: The main use of land or buildings as distinguished from subordinate or accessory use. A principal use may be either permitted or conditional.
- Use, Temporary: A use permitted to exist during periods of construction of the main building or use, or for special events.
- Variance: A modification or variation of the provisions of this title where it is determined that, by reason of special and unusual circumstances relating to a specific lot, strict application of this title would cause undue hardship.
- Zoning Amendment: A change authorized by the City in this title or in the boundaries of a district.

Notice of Proposed Ordinances or Amendment to Ordinances
There are three readings that are required for an ordinance approval unless the City Council determines that the ordinance can be accepted in one reading. Public hearing notices are published in the Pioneer Press the Sunday before the City Council meeting.
Please note that failure to provide a notice does not invalidate the adoption or amended ordinance.
The City will also notify by:
- Providing email notification of the proposed ordinances. If you’re interested, you may sign up for ordinance notifications.
- Offering a hard copy, available upon request, of the ordinance at IGH City Hall. Visit the front counter to request,
M-F 8 a.m.-4:30 p.m.

Any revisions to proposed ordinances appear in City Council agenda packets for the second and third readings of proposed ordinances. A "reading" refers to when a proposed ordinance is reviewed during a City Council meeting. During the review process, the public has the opportunity to provide feedback and comments on proposed ordinances. Approved: Changes to Residential Rental Licensing in IGH
On November 10, 2025, the City Council approved amendments to the existing City Code regarding the licensing of rental residential properties in the city .

Approved: Ordinance Regarding Addressing the Council
The third and final reading of an ordinance, which changes the requirements for disclosing your home address when appearing before the City Council during "Public Comment" at City Council meetings, was approved by the City Council at their meeting on Oct. 13, 2025. Approved: Ordinance Adopting Changes to License Requirements in IGH
The third reading of ordinances that would amend City Code for liquor licensing applications, and licensing requirements for massage therapy businesses, cannabis and hemp businesses, and solid waste haulers, was approved by the City Council on Aug. 25, 2025.

The third and final reading of a proposed ordinance that amends some City Council meeting procedures was approved by the City Council on Monday, June 24, 2024.
